여행준비 - 학생비자(몰도바)

 

 

 

현재 대한민국 여권은 187개국에 무비자로 단기 체류(최장 90일)할 수 있기에 당신이 선정한 나라에 3개월간 단기체류를 원한다면 굳이 학생비자를 고민할 필요는 없다.

다만, 나의 경우는 최소 1년이상을 장기체류를 하려 하기에 학생비자나 거주 비자를 원하는 것이다.

자금에 여유가 있다면, 나라를 선정하기에 앞서, 사전 여행을 다녀오는 것도 좋은 방법이다.

 

5월부터 내가 선정한 예상지는

1. 우크라이나

2. 몰도바

3. 조지아

 

하지만, 우크라이나의 경우, 저렴한 1년 학비(미화 1000~1500불/10개월)와 기숙사비용(미화 25~50불/월) 때문에 지원하게 되었는데

1. 학교의 불친절한 응대와 에이젼시를 통한 수수료 지급

   개인적으로 인터넷을 통해 예비학부로 서류를 지원했지만, 돌아오는 태도는

   1) 무관심이나 늦은 회답

   2) 까탈스러운 서류심사

   3) 대행사를 통해 입학원서를 지원하도록 유도, 대행사를 통해 진행할 경우, 수수료는 미화 500불정도

2. 학교 기숙사에서 거주할 수 없음

 

이것이 내가 우크라이나를 포기한 가장 큰 이유이다. 나이 30세가 넘어가면 기숙사에 거주가 불가능하다. 따라서, 외부에서 주택을 임대하여 거주하여야하는데, 현지 담당자나 인터넷으로 확인한 바에 따르면 주택임대비 최소 미화 200불/월+공공요금(50불/월) 등 1년 예상소요비용이 미화 3000불에 이른다.

 

대충 계산해보아도

 

왕복항공표 : 100만원

비자신청비 : 1년 의료보험 (50만원) + 서류번역공증(20만원) + 초청장비용(20만원) + 현지수속비(10만원) = 100만원내외

** 우크라이나는 외교부에서 선정한 여행자제국가라서, 보험요율이 더 올라간다.

예비학부비 : 150만원/년 + 대행수수료 50만원 = 200만원

주택임대비 : 250만원/년 + 공공요금 50만원/년 = 300만원

현지생활비 : 250만원/년

 

이런 식으로 볼때 1년동안 머물기 위해 최소 1000만원정도를 가지고 있어야 한다는 결론이다.

그래서, 이번에는 몰도바를 알아보았다.

한국사람들이 몰려 있는 곳을 별로 좋아하지 않다보니 남들이 선호하지 않는 대학쪽으로 문의를 해보았다.

 

몰도바 주립농업대학교 : http://www.uasm.md/en/admission/for-foreing-students

 

1. 준비서류

 

준비서류는 http://www.uasm.md/en/admission/for-foreing-students/450-list-of-necesary-documents-for-study-application 에 근거하여 다음과 같다.

 

To apply for study at SAUM foreign students should submit following documents:

1. For Bachelor study, first cycle (equivalent BSc) – Copy of  the compulsory school graduation certificate  or  of other similar abroad institution which are equivalent to compulsory school (10+2 years),
2. For MA study, second cycle (MSc equivalent) - Copy of certificate, commission of first cycle studies graduation or of an equivalent program from other countries.
3. For Ph D study – Copy of   the degree certificate or the Master's degree certificate (MSc).
4. The enlistment blank of the established study form.
5. International passport, which should be valid for not less than one year after the entry in R. of Moldova.
6.  The criminal record from the home country (country of residence) legalized and with the apostille, translated into English legalized by a notary. The translation into Romanian and its notary legalization will be made in R. of Moldova. Notice: The criminal record must not be expired at the country entry instant. If not, a new criminal record will be necessarily.
7. The certificate of health (international standard) and a HIV/AIDSnegative test
8. A copy of the health insurance (international standard) valid for at least one year.
9. Birth and marriage or name change certificate notary legalized copies (for those who had changed the name)
10.  Training graduation certificate of records, which attests the level of the language in which they will study.
11.  A recent bank statement with a funds confirmation, made out at most 10 days before s advance, which prove at least 2000€ on each candidate bank account.

몰도바 주립농업대학교에서 입학을 신청하는 외국인은 다음과 같은 서류를 제출하여야 한다.

 

1. 학부지원 : 고등학교 졸업증명서 또는 유사한 학위증

2. 석사지원 : 대학교 졸업증명서 또는 유사한 학위증

3. 박사지원 : 대학원 졸업증명서 또는 유사한 학위증

4. 입학지원서

5. 1년이상의 유효기간을 갖는 여권사본

6. 영문 범죄경력 회보서(+아포스티유), 이것은 다시 몰도바에서 루마니아어로 번역공증될 것임

7. 영문 건강진단서(에이즈검사포함)

8. 최소 1년이상의 보험증서

9. 출생증명서(기본증명서)와 혼인관계증명서, 또는 (개명시)개명사실증명서

10. 공부하게될 언어의 수준을 증명하는 성적증명서

11. 신청자의 은행계좌에 적어도 2000유로가 있음을 증명하는, 가장 최근의 10일이전에 만들어진 은행잔액잔고증명서

 

* 보험증서관련 현지에서 보험을 가입하는 것으로 대신할 수 없는지에 대해 학교로 문의이메일을 보내놓았다.

한국은 너무 비싸다. ㅠ.ㅠ 50만원수준.. 하지만, 내가 알기로는 해외 혹은 현지에서 추천하는 보험은 대략 150불~200불선이다.

혹시 학교에서 따로 의무적으로 가입해야하는 보험이 있을 경우,

국내에서 가입한 보험과 충돌이 발생하게 되어 보장에 대한 문제가 지연될 수 있다.

 

이 모든 서류를 한꺼번에 제출하는 것은 아니고.. 아래의 내용을 보면

 

Documents which are mentioned in p.p1,2,3 concerning  school / institution  graduation must have an apostille and must to be certified by the Ministry of Education of the country where the applicant have studied, with the confirmation of the academic studies duration, academic and professional asset, mark system description, knowledge results assessment, number of  gotten credits, etc. In addition to the study’s documents, candidate should present following documents:

 

학교나 단체의 졸업을 언급한 1.2.3항에 언급한 서류는 아포스티유를 가져야하며 신청자가 공부한 국가의 교육부에 의해 증명되어야하며, 재학기간, 이수과목, 성적에 대한 분류 및 채점기준, 수여받은 학점 등이 포함되어져야 한다. 학업에 대한 성적이외에도 신청자는 다음의 서류를 제출해야만 한다.

 

Note: If the mentioned documents are filled in other language than Romanian, Russian or English, then it should be have its translation (legalized by the notary) in any of these languages. Obligatorily, the International Relation Department of SAUM takes on all original documents and their translations just when they are legalized by Ministry of Foreign Affairs.

 

주의사항 : 언급된 서류가 루마니아어, 러시아어 또는 영어로 작성되어 있지 않을 경우, 그것은 이러한 언어로 번역공증되어져야한다. 의무적으로 주립농업대학교의 국제관계부는 외교부에 의해 공증된 후, 모든 원본서류와 번역본을 보관해야한다.

 

예비학부에 대한 내용이 없어 다시 찾아보았다.

 

2. 예비학부

SAUM is offering intensive training courses for preliminary year of study for foreign students. Preparatory year lasts eight months and is divided into two semesters with two weeks of a Christmas holidays.  Training courses are specially created for foreign students who do not speak Romanian or Russian which are learning language of higher institutions of Moldova. To enlist in preparatory year it is not required to have a basic knowledge of Romanian or Russian, courses provide a good training even for those who have no at all language skills. Curriculum for language courses includes three study of Romanian or Russian levels during the whole study period. During the second semester, students will update their knowledge in mathematics, physics, biology, chemistry, specific terminology of their future specialty. At preparatory courses, students will be acquainted with the training system at State Agrarian University of Moldova, will meet the future professors, and will attend some courses with already students in order to find out the learning methods and knowledge evaluation of SAUM.

 

주립농업대학교(이하 SAUM)은 외국학생에게 학업을 준비하기 위한 예비년도 훈련과정을 제공한다. 예비학부는 8개월간 지속되며 크리스마스를 전후하여 두 학기로 구성된다. 훈련과정은 몰도바의 고등교육기관에서 사용되어지는 루마니어와 러시아어를 할 줄 모르는 외국학생을 위해 특별편성되었다. 예비학부를 등록하기 위해서 루마니어 또는 러시아어에 대한 기초지식이 요구되어지지는 않는다. 이러한 훈련과정은 언어능력이 전혀 없는 사람을 위한 과정이다. 언어교육과정에는 전체 학업기간중 루마니아어 또는 러시아어 레벨테스트를 포함한다. 2학기에 학생들은 수학, 물리, 생물, 화학, 그들의 장래 학부를 위한 특수전문용어 등에 대한 지식을 배울 것이다. 예비학부과정에서 학생들은 몰도바 주립농업대학교에서 제공되는 장래의 학부선택을 위한 교육훈련에 참여하게 되고, 교수진을 만나게 될 것이다. 

 

Preparatory students will have two periods of examination. Those who will take the graduation exams, will obtain a preparatory year graduation certificate approved by the Ministry of Education of Moldova, that will allows students to be enlisted in one of Moldovan or CIS countries University.

 

예비학부생은 두번의 시험기간을 갖는다. 졸업시험을 수료한 자는 몰도바 교육부에서 인증하는 에비학부 졸업증서를 획득하게 되며 몰도바 또는 CIS 국가의 대학교에 편입할 수 있는 기회를 부여받게 된다.

 

For being enlisted for preparatory year, any foreign students should obtained the Ministry of Education of Moldova permission. The dead line for preparatory study year application is 15 of October and the applicant should the same documents as for enlisting for undergraduate or postgraduate study.

 

예비학부에 등록하기 위해서, 외국학생은 몰도바 교육부의 허가를 득해야만 한다. 예비학부 신청의 마감일은 10월 15일이며 신청자는 학부입학을 위한 동일 서류를 제출해야만 한다.

 

결국, 1항의 준비서류를 제출해야한다는 이야기다.

그런데 이 모든 서류를 학교의 반응없이 무조건 제출해야될까? 다시 검토해 보았다.

 

3. 입학신청 마감일

For studies admission entitlement confirmation by the Ministry of Education of Republic of Moldova and for the invitation concluding it is necessary to send to the e-mail: s.sasu@uasm.md all copies of the documents which are mentioned in the p.p. 1,2,3,4,5,10,11 with the information regarding: travel route your crossing R. of Moldova border point. After documents’ examination by the Ministry of Education of the Republic of Moldova and studies admission entitlement confirmation will be set up the invitation procedure which is finished only after the transfer the admission fee (100 euro) into the University’s bank account.

입학신청을 등록하기 위해서는 초청장을 포함한 몰도바 교육부의 승인이 필요하다. 위에 준비서류 항목 1.2.3.4.5.10.11에서 언급한 서류의 사본과 몰도바공화국의 국경을 통해 입국하는 여행경로를 이메일(s.sasu@uasm.md)를 통해 제출되어져야하다. 몰도바 교육부의 서류심사와 입학신청의 검토후 초청절차는 대학교 은행계좌에 입학원서비 100유로가 송금확인이 된 후에 진행될 것이다.

 

(몰도바의 경우, 한국 국내에 대사관이 없기에 주변국인 루마니아나 우크라이나에서 비자를 받아 들어가야한다)

모든 원본 서류는 몰도바 도착후에 제출되어져야 한다.

 

Application deadlines: 신청마감일

Background courses – 25 of October; 예비학부 10월 25일

Undergraduates study – 30 of August; 학부생 8월 30일

Ph D study – 25 of November. 박사과정 11월 25일

 

Foreign students who does not speak Romanian or Russian must attend the background training courses, candidates who does speak Romanian or Russian shall pass a level test of the language. The candidates who will present Graduation Confirmation certificates of Romanian trainings are enlisted without any language test for the university and post university studies.

루마니아어 또는 러시아어를 못하는 외국학생은 예비학부과정을 맞쳐야하며, 신청인은 언어레벨테스트에 합격해야만 한다. 신청인은 루마니아어 훈련 수료확인서를 제공받으며, 학부나 석사과정을 어떠한 언어시험없이 등록할 수 있다. 

 

결론은, 예비학부를 마치면 학부과정에 시험없이 들어갈 수 있다는 말이다. 내가 원하는 것은 공부가 아니라, 비자이니까...어학연수라 생각하면 될 것 같다. 또한, 처음부터 모든 서류를 준비할 필요없이, 단지, 졸업장과 성적증명서, 여권사본, 입학지원서, 은행잔고확인서만 제출하면 된다.

 

4. 기숙사

 

Foreign students are provided with a paid accommodation in students’ hostels, where they will share the room with 2-3 persons. Rooms will comprise the necessary furniture; 3-4 rooms will share one bathroom. There is one kitchen at each floor, where students can cook.  Within the campus, there are two student canteens, cafés, food shops, a health unit, a post office, a publishing center, gyms and dance rooms, a hair salon, etc. For accommodation booking in the students’ hostels, foreign students should indicate in the application form that he/she needs an accommodation (Campus’ photo). Foreign students can also rent an apartment in Chisinau, where you can easily go to the campus by public transport.

 

외국학생에게는 한 방에 2~3명이 기숙하는 학생숙소가 제공되어진다. 방에는 필요한 가구가 비치되어 있으며 3~4방이 한개의 욕실을 공유한다. 각 층별로 부엌이 있으며 학생들은 요리를 할 수 있다. 캠퍼스내에는 2개의 학생식당과, 카페, 음식점, 의료소, 우체국, 서점, 체육실과 댄스실, 미용실 등이 있다. 학생숙소에 대한 숙소예약을 위해, 외국인은 숙소에 비치되어 있는 신청서를 작성해야만 한다. 외국학생은 아파트를 임대할 수 있으며, 대중교통을 통해 캠퍼스로 올 수 있다.

 

흠....가격이 없다..

 

5. 생활비용

Cost for ID card (permisului de şedere) issued by the Ministry of IT  외국인등록증 25유로 

 

기숙사에서 생활이 안되면 결국, 우크라이나와 같은 문제가 발생한다.

그래서, 몰도바 주립 농업대학교에 기숙사 거주요건에 대해 문의를 했다.

 

답변은 주택임대는 신청자의 선택사항이지, 강제조건이 아니라는 답변을 받았다.

또한, 조기에 숙소배정이 마감될 수 있으니, 조기에 입학신청을 하라는 ....

혹시, 숙소배정이 마감되더라도, 학교근처에서 월 100불 정도의 룸쉐어를 구할 수 있다는 회답도 받았다.

 

대충 계산해보면

 

왕복항공표 : 80만원

비자신청비 : 1년 의료보험 (35만원) + 초청장비용(15만원) + 현지수속비(20만원) = 70만원내외

예비학부비 : 120만원/년(9개월)

기숙사비용 : 80만원(1년)

현지생활비 : 200만원/년

 

650만원정도이다. 줄일 수 있는 금액은 현지생활비정도인데...

우선 자금이 빠듯하다.

 

갑자기 조지아가 생각나서 조지아와 비교를 해보았다.

 

왕복항공표 : 60만원

주택임대비 : 200만원/년

현지생활비 : 250만원/년

 

530만원정도이다.

결국, 150만원이 어학연수비용이라는 의미..

 

다음주 월요일 입학원서를 제출할 때까지 심각하게 고려해볼 요량이다.
